Environmental completes hundreds of Phase I Environmental Site Assessments (ESA) each year on a variety of sites throughout the State of Florida and the United States. Our clients include private investors, real estate professionals, commercial entities, and lending institutions. Streamline adheres to the All Appropriate Inquiry (AAI) guidelines established in Title 40, Code of Federal Regulations, Part 312 (40 CFR Part 312), effective November 1, 2006. As stated in 40 CFR 312, ASTM E 1527-05, Standard Practice for Environmental Site Assessments, our Phase I Environmental Site Assessment process is consistent with AAI and compliant with the statutory criteria for conducting all appropriate inquires. Streamline adheres to the ASTM E 1527-05 scope of work to perform all Phase I ESAs.

Phase I Environmental Site Assessment
The Phase I ESA is performed to determine the presence of Recognized Environmental Conditions (RECs) in association with a property. A REC is defined by ASTM E 1527-05 as the presence or likely presence of any hazardous substances or petroleum products on a property under conditions that indicate an existing release, a past release or a material threat of a release into the structures on the property or into the ground, groundwater or surface water of the property. The following are examples of potential RECs:
Poor housekeeping and waste management practices
Stained soils
Regulatory violations
Documented discharges
Buried debris and dumping
Historical RECs may include previous land uses such as gasoline service stations, drycleaning operations, chemical manufacturing sites, and landfills.
Streamline is able to identify RECs through comprehensive research and documentation of the site’s history and surroundings, interviews with current and previous owners and/or occupants, as well as a visual inspection of the property's physical and environmental features. The findings of each Phase I ESA study are documented in a well formatted report which is easy to read and understand. Recommendations for additional assessment are typically provided in a separate cover letter.

Dedicated Project Management - All of the work is completed by a single Environmental Professional (EP) to maximize efficiency while minimizing cost, and most importantly, risk . Each of our scientists has an in-depth working knowledge of the liability issues associated with CERCLA, RCRA, State, and local environmental regulations. We understand manufacturing processes; we know the hazardous waste and petroleum rules; we can estimate cleanup costs accurately; and we find solutions where others find only problems.
Rapid Turnaround – Streamline is sensitive to situations when an ESA must be accomplished near the closing date of a transaction, usually with the entire transaction dependent upon the results. Rapid turnaround in as little as five days can be accomplished in many circumstances.
Phase II Sampling - If
requested or recommended, Streamline will perform soil and/or groundwater sampling for physical evaluation of subsurface conditions. Clearly, sampling is the best way to quantitatively minimize risk to our clients and to Streamline. Streamline maintains a vast supply of environmental sampling equipment to conduct thorough subsurface investigations and establish soil and groundwater quality conditions on a variety of sites.
Options - Streamline offers a number of valuable options that can be implemented concurrently with a Phase I ESA at minimal additional costs. These services can include asbestos and lead-based paint surveys, radon studies, mold evaluations, a variety of field-screening applications, and aerial photography services.
